It is a very hard Rift in the game that uses Torment 15 difficulty. Yes, you can acquire Primals via: Kadala. Kanais Cube (includes upgrading rares, reforging legendary items, etc) Bounty cache. Normal drops, ie: rifts, gr's, etc. So long as you've completed a solo GR 70, you're good to go. If you can make all your items primal at a whim, then there is no progression and no reason for looting outside the odd shot at a better statted item. Try not to worry too much about primals - decently-rolled ancients aren't that much worse, and you're much more likely to get one of those. 10% chance for an item to roll legendary. 1% chance for an item to roll primal.
